Introduction
It is a fact that no institution or department can work efficiently and optimally until and unless its superiors and managers directly take an active and avid interest in its proper administration. Obviously, the Allama I. I. Kazi Central Library is no exception to this rule. We are indeed fortunate to have in the person of the present Vice Chancellor of the University of Sindh, Mr. Mazhar-ul-Haq Siddiqui, just such an administrator. He is an educationist and academician to the core and has taken upon his shoulders the daunting task of improving the lot of the Central and Seminar Libraries of the University of Sindh and bringing them up to par with the requirements and standards of the modern day library in this age of information technology.
Historical Background
The Sindh University Library, as it was then called, was originally located within the same building of the University on the ground floor of Pir Ilahi Bux Teacher’s College, Bunder Road (New M.A. Jinnah Road Karachi). Its first librarian, Dr. Abdul Moid, was appointed in 1948. In 1951, it was relocated in the Sindh University premises, what is now known as Elsa Kazi Campus, Hyderabad. Dr. Muhammad Ali Kazi was its first Librarian. With the collection of 4000 books and Jamil Wasti of English department, as its Incharge Librarian. Late Dr. Qazi Muhammad Ali also remained Incharge of this library for some time . In 1954, the first professional Librarian Dr. Muhammad Ali Qazi was appointed. He was also the founder of the Department of Library Science.
The construction of the present building housing the Library was started in 1970. Its foundation was laid by H.R.H, the Agha Khan Shah Karim. The Library become functional in 1975. This building is centrally located at a height commanding a grand view of the River Indus winding away down the meadows to join the sea. It is close proximity of the Teaching Faculties and is rectangular in shape symbolizing the shape of a book. It is a five story building consisting of 3 floors and 2 mezzanines (total 5 levels) having 48 carrels on the top floor. The building has been centrally air-conditions in 2002. and the sections no included in Central Air-Conditioning system have now been provided the Air-conditioning facility by installing 26 Window and (3) Split Air-Conditioners; all the library sections are now fully Air-conditioned.
The present collection of the library and its 51 Seminar libraries stand at 305095 books (3.5 lacs). The includes approx 80,000 books in the Oriental Section of the library and collection of Prof. A.L. Shaikh, Prof. Mr. Abdul Aziz Memon, Mr. Hakim Shamsuddin, Dr. Nabi Bux Kazi, the Usmania University, Delhi, Dr. Nabi Bux Baloch gifted to this Library. The library has other prized collections of approximately 711 manuscripts (Mostly 600 to 800 years old) and 25 (Twenty five thousand) rare books (19th century publications, both in occidental & oriental languages.

Membership Services
Rules and Regulations for Membership
- The Students are required to fill in the prescribed form duly signed from the department to become regular member of the Allama I.I. Kazi Central Students are required to provide 4 photos 1×1 and 1 Passport size photo in addition to provide 3 photo copies of CNIC and University ID Card each. For the membership of the Allama I.I. Kazi Central Library students have to deposit Rs: 150/- (Refundable) in Account No CD-1 & Rs: 25/- (Non Refundable) in Account No-4174.3 in advance in Habib Bank Ltd, University of Sindh-Jamshoro Branch.
- The students enrolled in various departments of the University of Sindh-Jamshoro are entitled to Borrow the Books from the three Sections of Allama I.I. Kazi Central Library, on membership (a). Book Bank Section (b). Main Circulation Counter (c). Oriental Section.
- Each student member is entitle to borrow three books at a time for an academic session, from Book Bank Section, two books from Main Circulation Counter and two books from Oriental Section. A member is required to pay a rental fee at the rate of 5% of the book price of any book borrowed / rented from the Book Bank Section. The payment is to be made in advance, by depositing at Habib Bank Ltd, University of Sindh-Jamshoro Account No-4174.3. Books from Circulation Main Counter and Oriental Section are issued for 15 days. The books issued from Book Bank Section are to be returned at the time of filling the examination forms for second semester, in case of books not returned in stipulated time Rs: 1/- will be charged per day for each book borrowed from any Section.
- In case of loss of student’s borrower card, students have to report immediately to Librarian and obtain a new Card by paying Rs: 10/- However the student is responsible for the books registered in his previous borrower Card.
- A List of defaulter students will be communicated to the Controller of Examinations through their respective departments to with-hled their result until they return overdue books and clear all dues.
- No certificate of any kind will be issued to such a student who fails to return the borrowed books to all sections and obtain No dues / Clearance.
- Books are to be kept in good condition. No marking are to be made inside the books. Any damage or loss of books will have to be repaired well by borrower student or else the price to book will be recovered from the student as per Library rules.
- Periodicals (Magazines, Newspapers) and reference books will not be issued out of the Library. However photo copies of the required material can be obtained by the permission of Librarian.

Instructions for Book Bank Borrowers
- The borrower is responsible for all books entered in his Card.
- The books should not be marked or mutilated.
- The borrower’s card is not transferable.
- The Card holder should report to the Librarian in the event of the loss of his card. Fine for Duplicate card is Rs: 10/-.
- Books are issued for one academic session only. Not more than three books shall be retained by a borrower at a time.
- No book shall be issued to a borrower as long as he does not return book or books outstanding against his name.
- Reference books shall not be lent for home reading.
- Silence shall be observed in the Library.
- A fine of Rs: 1/- per day shall be charged for any act of retaining book or books, beyond the specified time.
- The lost or damaged book will changed as per Library rules.
- Library Administration reserves the right to cancel any membership upon breaking the Library rules.
- I agree to abide by the above mentioned rules. Or any further amendment’s hereafter by the Library Administration.
Main Circulation and Oriental Section Borrowers
- Student Card is to be shown at the time of membership.
- Photograph of student is required for membership.
- The borrower is responsible for all books entered in his Card.
- The books should not be marked or mutilated.
- The borrower’s card is not transferable.
- The Card holder should report to the Librarian in the event of the loss of his card.
- Fine for duplicate card is Rs 10/- if one’s card is lost.
- Books are issued for in 15 days only. Not more than tow books shall be retained by a borrower at a time.
- A fine of Rs 1/- per day shall be charged for any act of retaining book or books, beyond the specified time.
- No book shall be issued to a borrower as long as he does not return book or books outstanding against his name.
- The returned book is not to be issued on the same day.
- Reference works, early printed books, old publications, Volumes of Sets, serials etc. shall not be lent for home reading.
- Library Administration reserves the right to cancel any membership upon breaking the library rules.
